Context
The Charles-E. Frosst site is a vacant industrial lot of over 1.5 million square feet located on Brunswick Boulevard. Prével and its partner TGTA have been working for several years on the development of this large site. The goal is to create a new residential neighbourhood, inspired by best real estate development practices that are focused on sustainability, community, mobility, and providing a high quality of life for residents.
Community participation and development approach
Right from the start of the project, the Town of Kirkland established a working group made up of citizens. The group’s mandate was to make recommendations to the municipal council on the development of the Charles-E. Frosst site. The group’s work ensured, right from the very beginning, that the vision and expectations of the community were considered in the site plan of this new neighbourhood.
Here is a short summary of the activities
that lead to the current vision for the project:
October 2019
The surrounding community was invited to a first information session on the future of the site. Over 130 people attended the meeting.
November 2019
Discussions started between Prével, TGTA, and the Town of Kirkland.
November 2019
The surrounding community was invited to a second meeting. The attendees participated in a workshop allowing them to comment on the future of the real estate development. Participants were also able to apply to join the working group. Of the 86 participants, 28 expressed an interest in joining the working group.
December 2019
These 28 people met up and selected eight individuals who would represent the citizens of Kirkland in the group.
February 2020
The group was officially established. It was made up of 12 members: eight citizens, one Prével representative, the owner of the lot, and two representatives from the Town of Kirkland.
February 2020 to September 2021
Members of the working group met for eight working sessions. They discussed the major orientations of the project. This work allowed the Town to prepare new zoning by-laws for the site. It also helped the developers produce a site plan.
June 2021
The surrounding community was invited to a third meeting, held online. The site plan and the project’s overall outline were presented at the meeting. The comments made during the meeting were very positive.
November 2021 to present
Prével reconvened the working group, originally established by the Town of Kirkland, so the community can continue to be involved in the project’s development and design. The design of the site plan’s different sectors and the planning of the next stages (commercialization, infrastructures, construction work, etc.) are underway.
Our vision
Development vision and guiding principles
Our vision is to create a living environment where different generations can come together. The project will offer mixed use housing that meets the needs of a multigenerational and diverse community, from young families to retirees. The various public spaces will promote interactions and socialization between these different generations. The site’s proximity to the future Pointe-Claire REM station will facilitate access to public transportation and promote an active lifestyle. It will encourage the use of public transit as well as pedestrian and cycling infrastructures, which will be an integral part of the new urban landscape.

Preliminary concept
The preliminary concept for the site’s layout was developed based on the desire to create a living environment that fits in seamlessly with its surroundings. The layout of the various types of housing (single-family homes, townhouses, and condos) is done in a way so that there is a gradual increase in height and density throughout the space.
The roads have been plotted in an organic manner to naturally slow down traffic. A series of green spaces throughout the site structure public and private spaces.
